Community organisations play a vital role in supporting people and driving positive change. However, they can be targeted by foreign interference due to their connections and influence within the community.
Our Ministry has engaged with community organisations to learn about their experiences with foreign interference, how it impacts them and the support they need.
The Ministry has released two new resources to support community organisations to safeguard from foreign interference.
Safeguarding your community organisation against foreign interference
This toolkit provides practical advice and checklists to help organisations recognise the risks associated with foreign interference and how to safeguard community organisations.
The toolkit contains information on the following:
- Maintaining good governance practices: Identifying possible gaps in policies regarding foreign interference, due diligence processes and encouraging a speak-up culture.
- Staying vigilant: Checklists on when and how to conduct due diligence, advice on engaging safely and accepting gifts and donations.
- Strengthening IT practices: Information on securing passwords, devices and accounts, and Wi-Fi management.
Examples of foreign interference impacting community organisations
This resource draws on insights shared by Multicultural New Zealand (formerly known as The New Zealand Federation of Multicultural Councils) with the Ministry as part of a community resilience-building initiative. We thank them for their valuable contribution.

The Ministry continues to engage with communities to ensure they have the support needed to safeguard against foreign interference.
We can all help keep New Zealand safe. If you notice concerning behaviour or activity, contact the New Zealand Police or the New Zealand Security and Intelligence Service. More information about how to report foreign interference is available on our website.
